A division, or barrier if you will between the tulips and the public. Interestingly there are no bars on the far side. This is a difficult one Ron, bit it's a very fine shot with a unique theme.

Everyone has already said, but I agree as well that the bars put this "above the bar" :) It makes it a much more interesting photo and gives us pause to think. I agree with those who find it somewhat stark because of the contrast between the gentle tilt of the flowers and the rigid straight of the bars. Interesting, unexpected shot.
